OOC: The rarity cap for equipment is 5 and there is no working black market in this town.
The sleepy town of Jaklu built along the coast is a fishing town, many of the fishers use actual boats though many more utilize skimmers that hover just above the waters. The town has a light Imperial presence as it does not have access to any key resources the Empire actually cares about. To that same end there is little to no black market presence here as well.
